Cuomo wouldn't accept assistance from Trump and many other Democrat governors did the same.
They wouldn't even use the Federal funds that he provided because they wanted to use people's lives as collateral damage in order to make Trump look bad.
If Biden wants to shower these despicable Democrats with obscene amounts of money as a reward, then it makes him complicit and no amount of "plausible deniability" will save him.
