Such a law is not new in China. China set up a IT system so that doctors can notify CDC of all levels of their findings of new infectious diseases simultaneously after SARS. For CoVid-19, Chinese doctors notice the strange symptoms on Dec. 26 (The symptoms are very similar to flu's and can be easily ignored in a flu season). After research of local CDC and some national institutes, China notified nationwide medical system about the new unknown disease on Dec. 30 and broadcasted the findings on Dec. 31 on nationwide television. China further notified WHO on Jan, 1. Chinese scientists separated virus and shared the gnome data with WHO on Jan. 10. One of China's top pulmonologists Zhong Nanshan was sent to Wuhan to check how infectious the new disease. Zhong reported to Central gov and Wuhan was locked down on Jan, 23. That response was very fast from medical system to gov to scientists. The difficulty China faced were that there was no convenient testing kits as today. It was very hard to confirm who was really a CoVid-19 patients and it's hard to tell how infectious the disease is.

This whistle blower law is a false positive. It's designed to expose the people who are willing to give up secrets or their knowledge about things the CCP really want to hide. Such individuals will be made an example of, and the complete isolation of the Chinese people will be realised.
