Hiring based on merit ENCOURAGES people (of any race) to work at improving themselves, leading to merited self esteem and consequent self confidence. Lowering the bar in any endeavor will inevitably lead to disillusionment and rationalization of negative outcomes, a downward spiral personally and socially.
