Vietnam has charged a 23-year-old man with rape after an American student said she was assaulted during a group holiday. Nguyen Thi Quynh Tam, 24, said she was raped on July 5 in a hotel in the northern province of Phu Tho and was pressured by the man’s family to accept money and not go to police. She said police initially urged her to settle the matter privately. Police formally launched a criminal case on August 17 and charged the suspect under Article 141 of Vietnam’s Penal Code. Tam, a Vietnamese-American, said she chose to speak publicly because sexual violence is rarely discussed in Vietnam and she wanted to help protect other women. Vietnam’s foreign ministry said legal proceedings were initiated in accordance with Vietnamese law.

The RBI’s 25-basis-point repo rate hike to 5.50% could make floating-rate home loans more expensive for borrowers as banks assess how much of the increase to pass on. With inflation concerns and higher crude oil prices adding pressure, borrowers may now need to weigh the costs and benefits of fixed versus floating-rate home loans.

Pakistan has refused to intervene militarily following recent Houthi strikes on Saudi Arabia, exposing immediate cracks in a newly formed trilateral alliance. Despite signing a landmark Mecca joint defence agreement alongside Saudi Arabia and Turkey just days ago—which includes a NATO-style collective defence clause—Islamabad has refrained from deploying its army into active combat against the Yemeni rebel group.
