Did you by chance weigh the part you chopped off? Like maybe the mini was smaller in diameter than the regular size?

To me, it looks like they're lying about the amount of product in the mini so people will try it. If they like it, they'll likely buy the regular size for double the money because they THINK they're getting more product. I don't think that's OK or even legal?
"A cosmetic is considered misbranded if…..labeling is false or misleading, label does not state the name and address of the manufacturer, packer, or distributor, the net quantity of contents, the required information is not stated prominently, with conspicuousness and in terms that it is read and understood by consumers under customary conditions of purchase and usethe container or its fill is misleading Sec. 602, FD&C Act."
"The net quantity of contents (net contents) declaration must accurately reveal the quantity of cosmetic in the container in terms of weight, volume, measure, numerical count, or combinations of count and weight, volume or measure. Reasonable variations due to loss or gain of moisture, or deviations in good manufacturing practice, are acceptable. In case of an aerosol product, the net contents statement must express the net quantity of contents expelled."
